State-Specific Rules
To play Lotto America, select five main numbers from 1 to 52 and a Star Ball from a separate pool between 1 and 10. You can either choose your own numbers or mark the ‘QP’ option if you want a Quick Pick. Add the All Star Bonus to your playslip to increase any non-jackpot winnings you might win by two, three, four or five times. You should also be aware of the following rules which are in place in West Virginia:
- You have to be at least 18 years old to buy tickets.
- You can enter your numbers in up to 24 consecutive drawings by selecting the appropriate box in the ‘Multi-draw’ section of your playslip.
- The cut-off time for ticket sales is 21:59 ET every Wednesday and Saturday, just over an hour before the scheduled draw time at 23:00 ET.
- Prizes of more than $5,000 are subject to a state tax withholding of 6.5 percent, as well as the 24 percent federal tax rate.
- You can stay anonymous if you win more than $1 million, but five percent of your winnings will be given to the State Lottery Fund.
How to Claim
You have 180 days from the date of a draw to claim any prizes in West Virginia. If you do not come forward before this deadline, the money will be returned to the lottery and used for future prizes and promotions. The method for claiming prizes depends on how much you have won:
Prizes up to $600 – You can claim your money by going to any licensed retailer with your winning ticket.
Prizes over $600 – You can claim your award by visiting the West Virginia Lottery Headquarters in Charleston or the regional office in Weirton. The addresses are shown below:

Claiming prizes by mail – You can also claim prizes over $600 by mail. You must attach your winning ticket, a copy of a valid form of ID (such as your driver’s license or passport) and a copy of your Social Security Card. You also need to include a mailing address and daytime telephone number, and should send it to the West Virginia Lottery/Claims, PO Box 2913, Charleston, WV 25330.
Claiming prizes as a lottery pool – If you play in a lottery pool and wish to share a prize, everyone in the group must complete a claim form and have their identification verified. The tax liability can then be divided and you can be paid individually.
Lotto America in West Virginia
West Virginia is one of only three states - along with Iowa and Kansas – which offered the original Lotto America when it launched in 1988 and the revamped format when it began in 2017. Marvetta Coffman from Parkersburg held the record for the state’s biggest win for five years thanks to her $17 million payout on the game back in January 1990.
The money raised from ticket sales stays in the Mountain State, with $10 billion going to the State Lottery Fund to support education, senior citizens programs and tourism and state parks. One man from Charles Town, Stanis Tabler, even went on to win $1 million on Powerball when he cashed in his Lotto America tickets and used the $20 he won to play Powerball.
